The fourth round of applications for the Special Programme was launched on 29 November 2019 in the margins of the Minamata Convention third Conference of the Parties.
In light of the current COVID-19 situation, the Executive Board of the Special Programme has made the decision to extend the deadline for the submission of applications to Friday 4 September 2020.
The Executive Board of the Special Programme recognizes that the measures that have been put in place to control the spread of COVID-19 have led to a hindering of stakeholders’ ability to meet and conduct the necessary inter-sectoral meetings to discuss and validate their applications, and seek letters of support and signatures. In order to provide further assistance to countries that are interested in applying for funding, the Special Programme Secretariat stands available to provide technical and logistical support to facilitate the drafting of project applications, for example through convening virtual meetings and teleconferences between relevant stakeholders in each country who will be involved in project design and implementation.

Additional information is detailed in the Guidance on the scope of the Special Programme document which provides information on eligibility and the types of projects that may be funded. On page 31, guidance is made available on how to develop Special Programme projects that facilitate the implementation of SAICM. The SAICM Secretariat invites all stakeholders to submit such project proposals and offers support in case of questions.
Note that revisions to SAICM beyond 2020 will not have an impact on applications submitted in the fourth round.
