Subsidiary bodies
According to rule 23 of the Conference’s rules of procedure, subsidiary bodies may be established to carry out such objectives as may be agreed upon at a session of the Conference. Unless decided otherwise by the Conference, the Conference’s rules of procedure apply mutatis mutandis to the proceedings of any subsidiary body with the exception that the Bureau of a subsidiary body shall not exceed five in number.
The Conference has established an Open-Ended Working Group (OEWG) as a subsidiary body at its second session. More information on the OEWG is available here.
Previously, the Conference had decided at its first session to establish an Open-Ended Legal and Technical Working Group for one meeting in preparation of the second session of the Conference. The OELTWG met in Rome from 21 to 24 October 2008.

The Overarching Policy Strategy, in its paragraph 27, envisages the establishment of a bureau of the Conference in accordance with the rules of procedure. The bureau was fully established at the second session of the Conference and confirmed upon the adoption of the rules of procedure. According to the rule 14 of the Conference rules of procedure, the bureau shall be elected by and from among the representatives of the governmental participants present at each session. These elected governmental participants shall serve as the Bureau of each session of the Conference. These officers shall commence their term at the closure of each session of the Conference and shall serve until the closure of the next session of the Conference.
The Bureau advises the President and the secretariat on the conduct of the business of the Conference and its subsidiary bodies. According to resolution II/6 on the establishment of an Open-ended Working Group, the Bureau of the Conference also serves as the Bureau of the Working Group.

Consistent with the multi-sectoral character of SAICM and in accordance with rule 15 of the Conference's rules of procedure, four representatives of non-governmental participants and the chair of the Inter-Organization Programme for the Sound Management of Chemicals participate in Bureau meetings. The following were elected by and from non-governmental participants at the second session to represent each of the health, industry, trade union, and public interest groups:

The secretariat services the meetings of the Bureau. A Bureau meeting schedule for the intersessional period is currently being developed.
As envisaged in resolution II/2 on regional activities and coordination, the regional focal points will assist the Bureau members of their respective regions, in particular by channeling necessary information and views from the region to them. The Bureau has invited regional focal point to participate in Bureau meetings.
International Conference on Chemicals Management (ICCM)
The SAICM Overarching Policy Strategy, in paragraphs 24 and 25, sets out the functions and schedule of the ICCM, as follows:
“The ICCM will undertake periodic reviews of SAICM. The functions of the ICCM will be:
- To receive reports from all relevant stakeholders on progress in implementation of SAICM and to disseminate information as appropriate;
- To evaluate the implementation of SAICM with a view to reviewing progress against the 2020 target and taking strategic decisions, programming, prioritizing and updating the approach as necessary;
- To provide guidance on implementation of SAICM to stakeholders;
- To report on progress in implementation of SAICM to stakeholders;
- To promote implementation of existing international instruments and programmes;
- To promote coherence among chemicals management instruments at the international level;
- To promote the strengthening of national chemicals management capacities;
- To work to ensure that the necessary financial and technical resources are available for implementation;
- To evaluate the performance of the financing of SAICM;
- To focus attention and call for appropriate action on emerging policy issues as they arise and to forge consensus on priorities for cooperative action;
- To promote information exchange and scientific and technical cooperation;
- To provide a high‑level international forum for multi‑stakeholder and multi-sectoral discussion and exchange of experience on chemicals management issues with the participation of non‑governmental organizations in accordance with applicable rules of procedure;
- To promote the participation of all stakeholders in the implementation of SAICM.
Where appropriate, sessions of the ICCM should be held back-to-back with meetings of the governing bodies of relevant intergovernmental organizations in order to enhance synergies and cost‑effectiveness and to promote SAICM’s multi-sectoral nature. [Future] sessions of the ICCM should be held in 2009, 2012, 2015 and 2020, unless otherwise decided by the ICCM.”
In its resolution I/1 at its first session, the ICCM “invited the Executive Director of the United Nations Environment Programme to convene further sessions of the ICCM, working in collaboration with the participating organizations of the Inter‑Organization Programme for the Sound Management of Chemicals, the United Nations Development Programme and other intergovernmental organizations.”
Sessions of the ICCM:
The first session of the ICCM (ICCM1) was held in Dubai, United Arab Emirates, from 4 to 6 February 2006, finalized and adopted SAICM.
The second session of the ICCM (ICCM2) was held in Geneva, Switzerland, from 11 to 15 May 2009 and will undertook the first periodic review of SAICM’s implementation.
