The Strategic Approach and sound management of chemicals and waste beyond 2020
The fourth session of the International Conference on Chemicals Management (ICCM4) initiated an intersessional process to prepare recommendations regarding the Strategic Approach and the sound management of chemicals and waste beyond 2020 through resolution IV/4. ICCM4 agreed that the intersessional process should be open to all stakeholders and include, in principle, two meetings before the third meeting of the SAICM Open-ended Working Group (to be held in 2018 or early 2019) and one meeting between the third meeting of the SAICM Open-ended Working Group and the fifth session of the ICCM (scheduled for 2020).
The ICCM5 Bureau has agreed that the first meeting of the intersessional process will take place from 7 to 9 February 2017. Those interested in hosting one of the subsequent meetings of the intersessional process should indicate their interest to the SAICM secretariat.
ICCM4 requested the secretariat to support, subject to availability of resources, participation of stakeholders eligible for funding as identified by the regions and sectors through the Bureau, up to eight from African States, eight from Asian-Pacific States, three from Central and Eastern European States, five from Latin American and Caribbean States and two representatives of each of the health, trade union and public interest sectors of non-governmental participants, in order to support balanced regional and sectoral participation in the process. The secretariat will issue a call for participation in the intersessional process in the second half of 2016.
In supporting the intersessional process, ICCM4 requested the secretariat, subject to the availability of resources, to contract an independent evaluation of the Strategic Approach for 2006-2015 in accordance with the terms of reference set out in the annex to resolution IV/4. The aim of the evaluation is to provide information to enable the intersessional process to develop recommendations and to enable the ICCM at its fifth session to take an informed decision on future arrangements for the Strategic Approach and the sound management of chemicals and waste beyond 2020.
Governments and other stakeholders in a position to do so are encouraged to contribute financial and other resources to enable the secretariat to perform its mandated functions. All potential donors are invited to consider ways in which they might support these efforts.
