| Background | |

The International Conference on Chemicals Management (ICCM) decided in resolution I/4 to establish the Quick Start Programme (QSP) to support initial enabling capacity building and implementation activities in developing countries, least developed countries, small island developing States and countries with economies in transition. The QSP comprises a UNEP Trust Fund and multilateral, bilateral and other forms of cooperation. Resolution I/4 of the ICCM invited Governments in a position to do so, regional economic integration organizations, intergovernmental organizations, the private sector, including industry, foundations, non-governmental organizations and other stakeholders, to contribute to the QSP. In addition to contributors to the QSP trust fund, bilateral and multilateral donors and other entities that have made or pledged to make financial or in-kind contributions to the QSP may take part in the Executive Board of the QSP. Non-trust fund contributors to the QSP are encouraged to declare their contributions using the official reporting form. The Board will then determine if new contributions qualify as contributions to the QSP according to its objective set out in ICCM resolution I/4. | In preparation for meetings of the QSP Executive Board, stakeholders declared non-trust fund contributions to the QSP using the official reporting form. Contributors have also been requested to update their declaration form. | |

| QSP contributions and QSP Executive Board membership | |
| As noted in the report of the first meeting of the QSP Executive Board, the Board interpreted ICCM resolution I/4 to mean "that its membership should comprise representatives of bilateral and multilateral donors and other entities that have made or pledged to make financial or in-kind contributions to the QSP." The report further noted that "Provision was made for the Board, before each meeting, to determine whether new contributions qualified as contributions to the QSP according to the objective of the Programme set out in ICCM resolution I/4. In that regard it was agreed that, with the exception of government representatives of the five United Nations regions and donors to the QSP Trust Fund, whose status was already clear, entities that considered themselves to be contributors to the QSP should submit an explanatory statement via the secretariat for consideration by the Board." Such "statements" are made using the above mentioned official declaration form. | |
