| At its first session, held in Dubai from 4 to 6 February 2006, the International Conference on Chemicals Management (ICCM) agreed that the groundwork for the second session on the issue of rules of procedure would be carried out by an open-ended legal and technical working group, which would meet a few months prior to the second session (ICCM2, May 2009). | ||||||||||||
| The Open-ended Legal and Technical Working Group (OELTWG) met at FAO headquarters in Rome, from 21 to 24 October 2008, back-to-back with the 4th meeting of the Conference of the Parties to the Rotterdam Convention. | ||||||||||||
| Meeting format: | ||||||||||||
| Following consultations with the informal “Friends of the Secretariat” planning group, the OELTWG was scheduled to meet in plenary on Tuesday 21 and Wednesday 22 October and reconvene on the afternoon of Friday 24 October, with work being continued in a contact group in the intervening period. In addition, there were informal discussions on Thursday 23 and Friday 24 October on other matters in preparation for ICCM2. | ||||||||||||

| Government invitations have been sent to the SAICM national focal points or, if none, to the Ministries of Foreign Affairs to coordinate the nomination of participants. Invitation are also being sent to focal points of intergovernmental and non-governmental organizations. | ||||||||||||

| Preparations for the OELTWG meeting | ||||||||||||
| A number of stakeholders had the opportunity to discuss arrangements for the OELTWG meeting in the course of SAICM regional meetings in 2006 and 2007. Taking into account comments made in those meetings, the secretariat developed a note on matters such as the agenda, participation, venue and budget for the OELTWG meeting. Stakeholders were invited to submit comments on the proposed arrangements to the secretariat by 28 February 2008. In addition, the secretariat has prepared a summary of comments received. Since April 2008, ongoing planning for the OELTWG meeting has been guided by an informal Friends of the Secretariat group | ||||||||||||
| Questionnaires on emerging issues and SAICM financial arrangements | ||||||||||||
| To assist in preparing for consideration of the above matters (now on the agenda for the above mentioned "informal discussions"), stakeholders were invited to complete questionnaires by 31 August 2008: | ||||||||||||
