The high-level segment took place in the afternoon of Thursday, 14 May 2009, and in the morning of Friday 15 May 2009. In total, 32 statements were made by ministers or other representatives of governmental participants and 13 statements by representatives of intergovernmental and non-governmental organizations. In addition there were several special events, including: 1) A high-level round table on “Financing sound chemicals management: the way ahead for SAICM implementation”, from 2.15 p.m. to 3.45 p.m. on Thursday 14 May 2009. The round table included the following high-level panellists: Mr. Dennis Lowe, Minister of Environment, Barbados; Mr. Dan Reifsnyder, Deputy Assistant Secretary for Environment and Sustainable Development, State Department, United States of America; Mr. Alfred Wills, Deputy-Director General, Department of Water and Environmental Affairs, South Africa; Mr. Olav Kjorven, Assistant-Secretary General and Director, United Nations Development Programme; Mr. Steve Gorman, Global Environment Facility Executive Coordinator, World Bank; Mr. Alain Perroy, Council Secretary, International Council of Chemical Associations and Executive Director, European Chemical Industry Council; and Mr. Joe DiGangi, Environmental Health Fund. The UNEP Executive Director, Achim Steiner, made an introduction to the round table discussion. A summary of the round table discussions and conclusions will be posted here shortly. The round table was prepared in consultation with the Friends of the Secretariat, including a teleconference, held on 26 February 2009. The secretariat had also developed a concept note for the round table. |

A high-level round
table on “Public health, the environment and chemicals management”,
from 9 a.m. to 10.30 a.m. on Friday 15 May 2009. The round table
included the following high-level panellists: Mr. David Homeli
Mwakyusa, Minister of Health, Tanzania; Ms. Elisabeth Falemo, State
Secretary, Sweden; Ms. Jadamba Tsolomon, Vice-Minister of Health,
Mongolia; Mr. Rob Visser, Environmental Helath and Safety Division,
Organisation for Economic Cooperation and Development; Mr. Ben van
Beurden, Executive Vice-President, Shell Chemicals; and Mr. Peter
Orris, World Federation of Public Health Associations. The Director
of the WHO Department for Public Health and Environment, Ms. Maria
Neira, made an introduction to the round table discussion. A
summary of the round table discussions and conclusions is
available in the
ICCM2 report (Annex V).
The
secretariat had also developed a
concept note for the
round table,
on which SAICM stakeholders were consulted during
2008 through the Friends of the Secretariat and the informal
discussions on ICCM2 preparations held in Rome on 23 and 24 October
2008.
Both round tables were facilitated by Paul Hohnen, an independent moderator specializing in sustainable development. |
| 3) An awards ceremony for SAICM contributors was held in plenary at 5 p.m. on Thursday 14 May to honour Strategic Approach stakeholders who had contributed financially or otherwise to the success of the Strategic Approach. The awards had been proposed by the Quick Start Programme Executive Board and accepted by the Conference at its second session upon recommendation by the Executive Director of UNEP, as convener of the Conference. Presided over by the Executive Director of UNEP and the President of the ICCM, the ceremony honoured 45 “gold”, “silver” and “bronze” contributors to SAICM implementation, including QSP trust fund donors and non-trust fund contributors, donors to the secretariat and sponsors and hosts of SAICM meetings. Gold awards were conferred upon those whose direct contributions amounted to more than $1 million; silver awards upon those which had made direct financial contributions on a multi-year basis, developing countries and intergovernmental organizations that had made direct contributions, and those intergovernmental organizations which had contributed staff to the secretariat; and bronze awards upon all other donors. The recipients were as follows: Gold: Finland, Norway, Spain, Sweden, Switzerland, United States of America and European Commission. Silver: Australia, Austria, Czech Republic, Denmark, France, Germany, India, Japan, Madagascar, Netherlands, Nigeria, Slovenia, South Africa, United Kingdom of Great Britain and Northern Ireland, UNEP and WHO. Bronze: Belgium, Barbados, Canada, Chile, Egypt, Hungary, Republic of Korea, Romania, Latvia, Panama, United Republic of Tanzania, Thailand, Food and Agriculture Organization of the United Nations, International Labour Organization, League of Arab States, Organization of American States, Organization for Economic Cooperation and Development, South Pacific Regional Environment Programme, UNDP, United Nations Industrial Development Organization, UNITAR and ICCA. |
