| Consultations, July 2007 to February 2008 |
| At
their meeting held in Paris on 12 June 2007,
EU-JUSSCANNZ countries requested the secretariat to prepare
drafts of a provisional agenda and provisional annotated agenda
for ICCM2, based on the functions of ICCM set out in paragraph
24 of the SAICM Overarching Policy Strategy. It was suggested
that regional focal points and the focal points of
non-governmental organizations be invited to share the draft
agenda with their own regions and to express their views. The
secretariat accordingly developed the requested drafts under
cover of a note on ICCM2 arrangements, including the agenda,
participation, venue and budget. Stakeholders were invited to submit comments on the proposed arrangements to the SAICM secretariat by 28
February 2008. In
addition, the secretariat has prepared a summary of comments received.
After April
2008, ongoing planning for ICCM2
was guided by an informal Friends of the Secretariat group. |

| OELTWG and Informal Discussions |
| An Open-ended Legal and Technical Working Group met in Rome from 20 to 24 October 2008 to develop draft rules of procedure for the ICCM. In addtion, informal discussions on
other ICCM2 preparations were held in Rome on 23 and 24 October 2008. |

| Development of reporting modalities |
| A secretariat
proposal for a set of indicators for the periodic reporting by
stakeholders on the implementation of the Strategic Approach was prepared for consideration at the second session of the
Conference. The development of this proposal followed the guidance
proposed during the informal discussions held in Rome. The proposal
took into account the outcomes of a Government of Canada-sponsored
project on the development of reporting modalities, and the
completion of pilot testing by Governments and the International
Chemical Industries Association and was developed in
consultation with an international project steering committee.

Emerging policy issues |
| An overview of
the preparatory work on emerging policy issues is
available
including the follow-up work agreed at the informal discussions held
in Rome, and consultation with regional focal points, Governments and
non-governmental organizations and intergovernmental organizations.

| Temporary reporting questionnaire (due 30 November 2008) |
In consultation with the
Friends of the Secretariat group, the secretariat developed questionnaires for
stakeholders to report on their SAICM implementation activities by
30 November 2008, for the information of the ICCM.

| Finance |

Following the
informal discussions on preparations for the second session of
the Conference (held in Rome on 23 and 24 October 2009), the
secretariat prepared several background papers to support
discussions on financial matters under agenda item 4 (e) of the
ICCM2 agenda. These papers are referenced in paragraph 25 of the
annotated provisional agenda, SAICM/ICCM.2/1/Add.1, which is
available on the ICCM2 meeting documents page of this website.
In addition, the secretariat developed some draft elements
for a
possible resolution on financial considerations, which was
circulated via the Friends of the Secretariat group on 21 April
2009.
