Global best practices - A GEF6 project in preparation phase

In May of 2017, the Global Environment Facility approved the concept note for the project ‘Global best practices on emerging chemical policy issues of concern under the Strategic Approach to International Chemicals Management (SAICM)’  a $9 million full-size project that is scheduled to begin in 2018 until 2020. The project will focus on the SAICM emerging policy issues (EPIs). These EPIs represent particular environmental and health problems and SAICM aims to forge cooperative action to address these issues. The project will focus on: phase out of lead in paint; lifecycle management in chemicals in products; and knowledge management strategies.

The lead in paint component will involve pilot activities with paint manufacturers in small and medium enterprises, by instituting global best available technology (BAT) and best environmental practices (BEP), to remove lead from paint production processes. There will also be increased policy advocacy and public awareness campaigns including improvements to the online toolkit and targeted support for 40 countries, in an effort to increase regulation of lead in paint.

The chemicals in products component focuses on the building products, toys, and electronics sectors. It will work with the private sector to track and manage chemicals of concern (CoC) in products. This component will help facilitate progress towards the Strategic Approach Beyond 2020 goals by creating a platform to identify and quantify CoCs present in supply chains.

The final knowledge management component will communicate new research, data, best practices, and policy development on EPIs. A strategy for implementing and monitoring project progress on the EPIs will be developed to inform ongoing work towards SDG targets and beyond 2020 planning. A needs assessment is underway to inform the full project design.

This is a multi-stakeholder project that will bring the collaborative efforts of intergovernmental organizations, non-governmental organizations, governments, industry, consumers, and citizens. Engagement amongst the stakeholders in identifying country-level priorities and management strategies is highlighted through the project. This is an opportunity to accelerate progress on time-sensitive national activities that will inform the 2020 Strategic Approach goals.
